THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation F30602-99-Q0200 is being issued as a Request for Quotation (RFQ) incorporating provisions and clauses in effect through Federal Acquisition Circular 97-10 and DFAR Change Notice 19990115. The SIC code is 8711 for this a restricted acquisition with a small business size standard of $2.5 Million. See Note 1. The Air Force Research Laboratory, Rome Research Site, Information Directorate has a requirement for a contractor to provide services in the form of scientific planning in support of an in-house program related to Space Based Radar. Period of performance on or about 03 March 1999 through 03 July 1999. Estimated number of hours is 312. (1) The contractor shall select appropriate classes of space-time modulation spatial denial waveforms for radar/communications applications. (2) Evaluate performance. (3) Document performance including definition of performance evaluation experiments. (4) Present results documented in Task 3 to the SNRT In-house team investigating Spatial Denial. (5) Two meetings will be held to discuss this effort, at the beginning and the end of the task. Contractor is required to have a Masters Degree in Electrical, Electronic, or Computer Engineering, a minimum of seven years experience in Radar Signal Processing, and a minimum of five Record of Publications in journals and/or conferences.
