synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
CC-99-Q-0003 and is issued as a request for quotation. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-09. This solicitation is issued
under full and open competition. The Office of the Comptroller of the
Currency (OCC) requires a qualified source to provide Real Estate
Analysis Data. Interested companies will be required to PROVIDE PRICING
FOR LINE ITEMS: 0001 Real Estate Analysis Data. DESCRIPTION OF
REQUIREMENTS: The OCC requires Real Analysis Data as follows in
sections 1,2,3, and 4. 1. Quarterly analyses, data, and forecasts of
real estate conditions among the nation's largest Metropolitan Areas
for all commercial property types. These must also address trends at
the sub-market level. Each analysis should include tables with
historical and forecasted data on critical statistics such as vacancy
rates, rents and supply trends. The analysis must also include a
discussion of nationwide trends. 2. A database and system that will
enable the user to analyze groups of properties within a given
Metropolitan area. The system must be able to handle queries about
groups based on multiple criteria, including sub-market location and
building specifics. It must provide a statistical table on vacancy
rates, rents and provide historical trends. 3. A database of time
series information for rents, prices and capitalization rates for the
50 largest Metropolitan areas in the U.S. The data for each region must
be comparable to one another as well as to a national benchmark. 4.
Quarterly analysis on trends in investments in real estate, including
equity investments. It must discuss trends in capitalization rates,
discount rates and cash-flow assumptions for offices, industrial,
retail, and multi-family properties. Any such ongoing reports must be
provided in a manner convenient to inclusion in the OCC's internal
electronic Intranet or in some other manner of electronic access
convenient to OCC employees. The OCC desires that numeric data be
provided in a format that is accessible by external software or that
can be exported through automated procedures. TERMS AND CONDITIONS: The
Provision at 52.212-1, Instructions to Offerors -- Commercial, applies
to this acquisition. The Provision at 52.212-2, Evaluation --
Commercial Items applies to this acquisition. Applicable evaluation
factors are: (1) Technical capability of the program offered to meet
criteria listed in the "Description of Requirements." (2) Price.
Evaluation factors are listed in descending order of importance.
Offerors are required to include a completed copy of the Provision at
52.212-3, Offeror Representations and Certifications -- Commercialitems
with their proposals. The Clause at 52.212-4, Contract Terms and
Conditions -- Commercial Items, applies to this solicitation. The
Clause at 52.212-5, Contract Terms and Conditions Required To Implement
Statutes or Executive Orders -- Commercial Items, as well as the
following Clauses incorporated by reference within apply to this
solicitation: 52.222-3 Convict Labor; 52.233-3 Protest After Award;
52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Special
Disabled and Vietnam Era Veterans; and 52.222-36 Affirmative Action for
Handicapped Workers. RESPONSE DATE: Offers are due no later than 11:00
