Systems Command intends to procure on a sole source basis additional
Interim Contractor Support (ICS) from the Boeing Company. This support
will be for the initial support for the Navy C-40 aircraft which is
the replacement aircraft for the Navy DC-9 aircraft. This aircraft
provides the capability for cargo and passenger transportation and is
capable of providing forward depolyment logistics support. The period
for the interim contractor support will be extended from on year, to a
base year plus two one-year options. This service is the same type of
support service that was procured under the NAVAIR contract
N00019-97-C-2034, on a commercial basis, for the first year of aircraft
deployment. The contract was awarded on the basis of a competitively
solicited, commercial best buy. The above contract will be modified to
incorporate the additional interim contractor support. Because the
Government did not obtain any data that was proprietary or sufficient
to conduct a competitive follow-on procurement the additional period of
sole source performance will allow the Government to obtain data in
order that out year Contractor Logistics Support may be obtained on a
competitive basis. Performance will be for the period of March 2001
through March 2004. The effort under the ICS will require development
of the technical information for supply support for the contractual
Non-Mission capable, Supply or Partial Mission Capable, Supply,
requirement; develop the essential subsystem matrix, to maintain
off-site engineering support and depot level maintenance. Any alternate
airframe manufacturer would have to develop the necessary logistics
support including configuration management, modification coordination,
modification and maintenance record keeping, service bulletin
accomplishment, Service Bulletin kits and parts,airframe and engine
service actions, repairable component service actions, modifications,
data management support, subscription service set-up and maintenance,
software support, drop-in maintenance support and field teams. Posted
