The intent of this study is to determine the most efficient and cost effective method of providing the resources and management of the DOR. This notice does not constitute a commitment by the Government. The study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the Request for Proposal (RFP). RFP issuance will be o/a 15 Jul 99, and will be available by accessing the Fort Stewart Directorate of Contracting Home Page at http://www.stewart.army.mil/doc/intro.htm. Hard copies of the RFP will not be available. Any resultant contract will have a performance period consisting of a base year with four option years and contract type is anticipated to be a cost plus award fee. A completed technical, management and cost proposal with associated documentation will be required. SIC is 8744 with a small business size standard of $20.0 million. No restriction has been made limiting the responsible sources which may submit an offer. A MARKET SURVEY IS BEING ISSUED TO DETERMINE IF THERE ARE ANY SMALL BUSINESS CONCERNS THAT HAVE THE DEMONSTRATED CAPABILITY AND FINANCIAL RESOURCES TO SUCCESSFULLY PROVIDE THE REQUIRED SERVICES. THE SET-ASIDE STATUS IS STILL TO BE DETERMINED.
