Leotta, Contracting Officer (202) 426-0063 The U.S. Department of Energy has a requirement for specialized technically oriented analytical and management and administrative support services for the Office of Arms Control and Nonproliferation (NN-40). The work activities under this acquisition shall encompass the International Policy and Analysis Division functional areas of arms control and nonproliferation policy analysis support, and program planning/reporting support. The resulting contract will contain Personnel and Facility Security Requirements. All personnel involved shall be capable of acquiring a DOE "Q" security clearance prior to task order issuance. This acquisition is a full and open competition with a Small Business Subcontracting Plan required. The Standard Industrial Classification (SIC) Code is 8748, the size standard is $5 million. A single contract is planned for award as a fixed rate, incentive fee, level of effort, task order contract. The period of performance will be for five (5) years consisting of a base period of three(3) years and two (2) one year options to provide an estimated 28,830 Direct Productive Labor Hours each year. An additional six (6) month option will also be included. Award is intended to be made without discussions and oral presentations will be conducted. There will not be a preproposal conference. The solicitation will be available through the Internet on "Doing Business with DOE" homepage. There will be no printed copy of the solicitation. No telephone nor facsimile request for the solicitation will be accepted. To obtain a copy of the solicitation, interested parties must go to http://www.pr.doe.gov/solicit.html and download a copy. Likewise, it will be the offeror's responsibility to monitor the homepage for any amendments issued after release of the solicitation.
