This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. This solicitation number
RFQ-009-4384-99 is issued as a request for quotations and incorporates
provisions and clauses that are in effect through FAC 97-09. FAR
52.219-6, Notice of Small Business Set-Aside is applicable to this
acquisition. The standard industrial classification code is 5191. The
small business size standard is 100 employees. REQUIREMENTS: (1) 153
tons of 20-0-15 fertilizer, (2) 14.2 tons of 0-10-20 fertilizer, (3) 8
tons of 10-10-20 fertilizer, (4) 64.20 tons of 10-0-20 fertilizer.
Vendor is required to spread fertilizer at 300 pounds per acre at USDA,
ARS, Subtropical Agricultural Research Station, 22271 Chinsegut Hill
Rd, Brooksville, FL 34601. All fertilizer to be spread between March 15
and April 1, 1999, except 21.3 tons of 20-0-15 and 5.3 tons of 10-0-20
which will be spread between June 15 and July 1, 1999. PAYMENT: Any
award made under this solicitation is subject to 31 CFR Part 208 which
requires all payments made by the government to be made by electronic
funds transfer. Vendors may meet this requirement by acceptance of
government credit cards or providing a Vendor Express Number. If a
company has not previously enrolled in the Vendor Express Program with
US Department of Agriculture, they should call the point of contact
for this solicitation and a package will be sent or they may call the
National Finance Center at 1-800-421-0323 and request a package. The
government will award a contract resulting from this solicitation to
the responsive/responsible offeror whose offer conforms to the
solicitation and is most price advantageous to the government. All
offers must include a completed copy of FAR 52.212-3 with their
response. Copies may be obtained at the link listed below. All offers
should state that a government credit card will be accepted, give a
vendor express number or request a vendor express enrollment package.
