The Volpe Center plans to procure through Simplified Acquisition procedures a sole source from Technology and Management Systems, Inc., Burlington, MA, to evaluate comments and recommendations concerning the bus testing program at the Bus Testing and Research Center (BTRC), that were provided by various transit agencies and to provide recommendations for improving the program. Prior to receiving a quotation, Small Business firms meeting SIC Code 8734 and size standard $5.0M that feel that they can perform the above requirement must submit in writing 3-5 single paged documents addressing the following criteria: (1) past experience working with transit agencies (2) Past experience working on the Altoona management Oversight Program and knowledge of the data that is compiled under this program (3) Knowledge of available bus models, (4) access to existing data base and (5) Knowledge of weighting factors in order to prioritize failures, knowledge of how rate factors arrived at and applied to decision process This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
