The Army is pursuing cost competition between current civil service and industry support for community morale; welfare; recreation base operations and functions and chaplain services to contract activity based on an OMB Circular A-76 study. Major functions include Army Community Services (administrative and management, relocation assistance, provide pre-deployment and post deployment information, implement exceptional family member program, family advocacy program, and family member employment assistance); child development and school age children services; education services; leisure activities; library services; recreational services (sports and bowling); community activities basic support services; operation of US Army Recreational Area Lake Allatoona, GA; Wellness and Alcohol and Drug Prevention and Control; and religious education services.
