State, Bureau for International Narcotics and Law Enforcment Affairs
requires a personal services contract assistance in developing the
International Law Enforcement Academies (ILEA). The incumbent will
advise the U.S. head of delegation on negotiations with foreign
governments on the establishment of ILEAs; assist INL/ENT in
formulating a curricula on an ongoing bases the addresses the needs of
the regions in a way that is responsive to U.S. foreign policy
concerns; assists INL/ENT in designing this course, which would
introduce executives to the concept od the ILEA and help foster
stronger regional cooperation; assist INL in determining design
specifications for training facilities; assess the current status of
efforts to restructure and develop a local intergrated (Bosnia, Serv
and Croat) police structure and organization in Brcko (Bosnia and
Herzegovina); review and evaluate plans to implement new, integrated
polica and judicial structires in the context of an arbitral award for
Brcko that could result in an independent district with associated
public security structures and funstions, including border police,
customs, immigrations; evlauate plans and activities of the United
Nations International Police Task Force (IPTF), the Office of the High
Representative (OHR), Sustainment Force (SFOR), and the American
Embassy Sarajevo regarding the establishment of public security
mechanisms in BRcko; project organizational (including specific
personnel numbers and ethnic ratios) resource (salaries and social
benefits), and infrastructure (e.g., police stations, communications,
transportation, etc.) implications of existing and proposed plans to
enhance Brcko public security functions that would be needed to ensure
full implementation of an arbitral award; assessments, bilateral or
multinational interventions that involve rapidly developing USG
policies and actions, perform specific tasks as identified in separate
tsk orders issued during the performance of the contract; develop a
concept of operaton to support implementation of locally based law
enforcment structures that are representative fo the community and
perform in accordance with international standards of democratic
policing and human rights, in coordination wit the police compenent of
an international peacekeeping mission(which may be the responsibility
of the UN, OSCE, or other international organization); conduct
assessment of particular countries, area within a country,
international organizations, or certain public security
function(s)(e.g., police organization and capabilities, leadership and
management, police training and personnel development capacities,
conduct of internal affairs, applicationn of existing laws and
recommendations for improvements consistent with democratic principles,
institutional relationships, formal and informal authorities; and
review and recommend policies and plans to facilitate timely and
effective implementation of law enforcment and related programs to
further particular foreign policy objectives. Minimum qualifications
include; bachleor's degree or equivalent (e.g., associates degree with
five years related experience or ten years related experience in the
military or law enforcement); ten years of pregoressive employment
experience in civilian police organizations, administration or law
enforcement training management; three years related experience in the
federal government law enforcement community in the U.S. and abroad.
The incumbent will work on a part-time basis from the time the contact
is signed through the end of the calendar year. The estimated number
of days is 104. Work would involve travel to Washington, D.C., and
possible to Hungary, Central America, Africa and Asia. IMPORTANT: There
