This procurement is being conducted under Simplified Acquisition Procedures (SAP). NASA/LeRC intends to purchase the services from Expert Microsystems, Inc., 7932 Country Trail Dr., Suite 1, Orangevale, CA 95662-2120. The authority for other than full and open competion is 10 U.S.C. 2304(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. Expert Microsystems is uniquely qualified to perform this service as they co-developed and now maintain the sensor validation technology which has been successfully applied to liquid rocket engines. Under this effort further technology development and enhancement of the sensor validation technology will be performed to provide automated data validation capability to the NASA Ames Research Center Aviation Performance Measuring System (APMS). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22.
