GSFC/Wallops Flight Facility (WFF). This is a notice of intent to issue
a letter Request for Proposal on a noncompetitive basis in accordance
with 10 U.S.C. 2304(c) (1) -- "Only One Responsible Source", to DynCorp
Aerospace Operations, 6500 West Freeway, Suite 600, Ft Worth TX 76116
for a six-month extension, April 1, 1999 through September 30, 1999,
under contract NAS5-31046. This proposed aircraft support is necessary
for continued aircraft services at GSFC, Wallops Flight Facility. The
current aircraft services contract is scheduled to expire on March 31,
1999. These highly specialized services are deemed to be available only
from the current contractor for this extension period. Award to any
other source will result in substantial duplication of costs to the
Government that is not expected to be recoverable through competition.
Competition of this contract is not considered possible due to the
short duration of the service period. Award of this extension to other
than the incumbent would likely result in disruption of services that
involves programmatic commitments. Continued services with the
incumbent contractor are considered necessary for the safe, orderly,
and effective continuation of flight activities. Any firms desiring
consideration are requested to fully identify their capabilities to
provide these services within 15 days of publication of this synopsis,
in writing, to the GSFC/Wallops Flight Facility and individual listed.
Collect calls are not accepted. A follow-on draft solicitation to the
current contract has been issued. The draft solicitation and any
documents related to this procurement are available over the Internet.
These documents will be in ASCII Text, Microsoft Office Suite (Word
6.0, Excel 5.0, or PowerPoint 4.0), and/or Rich Text Format format and
will reside on a World-Wide Webb (WWW) server, which may be accessed
