synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. Economic Price Adjustment is based on median
price in Hardwood Market Report. Offers should be submitted on a cost
per sheet basis. CLIN0003 should be Red oak. This announcement
constitutes the only solicitation; proposals being requested and a
written solicitation will not be issued. The solicitation number is
1PI-R-1267-99 and this solicitation is issued as a Request For Proposal
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-09.
This requirement is for full and open competition. The standard
industrial classification code is 2421 and small business size standard
is 500. It is the intent of this solicitation to result in a one year
fixed price requirements type contract with an Economic price
adjustment to be assessedin six month increments based on the Hardwood
Market Report. The Governments requirement are as follows: line item
0001. Lumber; LBR-0084 oak red 8/4, grade 1common,rough,k-dried to 8%,
quantity 10,000 Board Feet. 0002. Lumber; LBR-0183 oak red, 4/4, 1
common grade, rough, k-dried, to 7%, plain sawn, quantity 40,000 board
feet .Lumber; LBR-01845 oak, rough, 5/4, grade 1 common, plain sawn
Klin-Dried, not to exceed 7%, quantity 12,500 board feet. 0004.Lumber;
LBR-0222 oak red, 4/4, Grade FAS, Rough, Kiln Dried to 8% Plain Sawn,
60,000 board feet.0005. Lumber; LBR-0223 Red oak, Rough, 5/4 Grade
FAS, Plain Sawn Kiln-Dried, not ot exceed 8%, quantity 20,000 board
feet.0006. Lumber; LBR-0224 oak red, 6/4, FAS, Rough, K- Dried not to
exceed 7% Plain Sawn, quantity 60,000 Board feet. 0007. Lumber;
LBR-0237 oak red, 8/4, Grade FAS, Rough, Plain Sawn, K-Dried not to
exceed 7%, quantity 20,000 board feet. 0008.Lumber; LBR-0537 oak red,
6/4, 1Common Grade, rough, k-dried not to exceed 8%, quantity 15,000
board feet. Type of lumber specie required Appalachian. Common grade
must meet National Hardwood Lumber association's Rules for Common #1
and FAS must meet the National Hardwood Lumber Association for FAS.
Quantities are estimates and not guaranteed. Delivery shall be 30 days
after receipt of delivery order. FOB destination, Leavenworth, KS.
Location of delivery is UNICOR, Federal Prison Industries, Inc. U.S.P.
Leavenworth 1300 Metropolitan Ave. Leavenworth, KS. 66084 Provision at
FAR 52.212-1, Instructions to Offerors-Commercial, applies to this
acquisition. Offerors are to include a completed copy of the provision
at 52.212-3, Offeror Representations and Certifications-Commercial
Items, with their proposal. Clause 52.216-21 Requirements applies to
this contract. Clause at 52-212-4, Contract Terms and Conditions apply.
Clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes Or Executive Orders-Commercial Items, applies. FAR 52.216-19
Order Limitations, applies with the minimum order limitations
perdelivery order of 1,500 bdft per CLIN and a maximum of limitation of
60,000 bdft per CLIN. The contractor will not be obligated to honor a
series of orders for, from the same ordering office, within a 15 day
period that together call for quantities exceeding the maximum order
limitations of that item. However, the contractor shall honor orders
exceeding the maximum order limitations unless the order, or orders, is
returned to the ordering office within seven calendar days after
issuance with a written statement expressing the contractor's intent
not to ship and the reason. In accordance with FAR 52.216-18 Ordering,
orders may be issued under the resulting contract from the date of
award through one year thereafter. FAR 52.232-33 Mandatory Information
For Electronic Funds Transfer Payment applies(ACH Forms). Vendors
shall submit signed and dated proposals to UNICOR, Federal Prison
Industries, 320 First St., NW, 7th Fl. MMB, Washington, DC 20534, ATTN:
Bid Custodian. Proposals may be submitted on the SF33 or letterhead
stationery. Proposal and certifications may also be sent by facsimile
at (202) 305-7363 to the attention of the Patrick R. Mealy, Contracting
Officer. The date and time for receipt of proposals is March 10, 1999
at 2:00 PM Eastern Standard time. Proposal must indicate solicitation
No. 1PI-R-1267-99, time specified for receipt of bids, name address and
telephone number of bidder, technical description of the items being
offered in sufficient detail to evaluate compliance with the
requirements in the solicitation, terms of any expressed warranty,
price and any discount terms, remit to address a completed copy of
representations and certifications at FAR 52.212-3, acknowledgment of
all amendments, if proposal is not submitted on Form SF33, a statement
specifying the extent of agreement with all terms, conditions, and
provisions included in the solicitation. All quotes that fail to
furnish required representations and certifications or information or
reject the terms and conditions of the solicitation may be excluded
from consideration, bidder must hold prices firm in its bid for 30
calendar days from the date specified for receipt of quotes, unless
another time period is specified. Proposals or modifications to
proposals received at the address specified for the receipt of
proposals after the exact time specified may not be considered.
