The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-42. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement is for Gemplus 8K MPCOS EMV Smart Card 64 Kbit EMV cards, which comply with ISO 7816 with left centered chip on face, uniform card type and version, 8 Kilobyte 3DES microprocessor card with card operating system installed, EMV compliant, T=O protocol, Polyester (PET) core with PVC overlay material for compatible thermal printing, card thickness -- 30 mm (nominal), and support PTI electronic purse application. Qty. 20,000 with an option for an additional 20,000. This card is the only Smart Card compatible with the required PTI electronic purse application fully integrated into the PTI environment and backend application in areas of purse management and authentication with interoperability using commercial interface layer.
