mike.knowles@noaa.gov. The National Environmental Satellite Data and
Information Service (NESDIS) of the National Oceanic and Atmospheric
Administration (NOAA) is conducting a market survey to determine
potential sources for the replacement of the GOES Data Collection
System Automated (data) Processing System (DAPS). The agency
contemplates that the new system will replace the existing system which
is dated and has limited flexibility to incorporate new technology. The
present data processing system provides real-time reception of data
from two types of demodulators, real-time output of data to five types
of communication circuits, real-time control and monitoring of system
equipments, database management of real-time processes, system
assignments, and overall systems management. The new DAPS must be
compatible with existing interfaces and requirements as well as
providing new capabilities such as the evolving Inter/Intra net. The
new system hardware design should be based upon Commercial Off The
Shelf (COTS) products. Modern software design approaches, such as COTS
products, a Graphical User Interface (GUI), and relational databases,
shall be emphasized. The new systems software design shall be the most
effective combination of the COTS and custom code to achieve the
operational objectives of DAPS as part of the DCS. The contract will
consist of two (2) phases. Phase I contracts are for concept design and
development. The Government may award multiple Firm-Fixed Price
contracts for Phase I. Phase I concept designs will be evaluated to
determine which design represents the best value to the Government. The
Government contemplates making one award for Phase II design and
installation. Phase II contract type has not been determined at this
time. Current plans include release of a Draft Request for Proposals in
the third quarter of Fiscal Year 1999. Active industry involvement
through comments and recommendations are sought for refining the
current approach and contributing to overall future program success.
Comments and recommendations are requested after site visits to allow
sufficient time for inclusion in the acquisition planning process.
Comments and recommendations should be received by April 6, 1999. All
responsible sources are invited to submit a description of their
capabilities and experience. State whether large, small or
disadvantaged business concern. Standard Industrial Classification
(SIC) 7373 applies. This announcement is not a Request for Proposals
(RFP). The week of March 15 thru 19, 1999 has been scheduled as
