Technology (NIST), intends to negotiate with BOC Edwards Vacuum
Technology Group, 301 Ballardvale Street, Wilmington, MA 01887-1075 on
a sole source basis for the purchase of Model EXP70 Turbo Pumping
Stations. The quantity will be a minimum of 7 units and a maximum of 20
units over a three-year period of performance. Minor variations may be
made in the details of the pump station configuration (e.g. type of
gauge controller, filter types, etc.). Required delivery is F.O.B.
Destination to Gaithersburg, MD within six weeks of delivery order
award. The NIST Center for Neutron Research currently operates ten BOC
Edwards Turbo Pumping Stations to provide high vacuum experiments at
the facility. The Government intends to solicit one source under the
authority of FAR 13.106-1(b), "Soliciting from a single source,"
because BOC Edwards is the only known source capable of providing a
single standard pump for all experiment support. This standardization
provides a common interface for users thus minimizing training needs,
provides a common interface to beam and lab equipment thus minimizing
service time, training and replacement part inventory. This notice of
intent is not a request for competitive proposals. However all
proposals received within 15 days of the publication date of this
synopsis will be considered by the Government. A determination by the
Government not to compete the proposed contract based upon responses to
this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. Written
responses shall contain a sufficient documentation to establish a bona
fide capability to fulfill the requirement. A solicitation is not
