V -- COMPLETE RELOCATION SERVICES FOR THE TUCSON AND PHOENIX COURTHOUSES SOL GS-09P-99-WMC-0004 DUE 052499 POC Lynn Rathman, (602) 514-7433 The General Services Administration, Phoenix Property Management Office is seeking offerors interesting in relocation services for the agencies moving into the new Tucson Federal Courthouse and the new Phoenix Federal Courthouse. Contractors will be required to submit a technical proposal and a cost proposal. The Government will make use of the "Greatest Value Concept" to award to the responsible offeror whose offer conforms to the Solicitation for Offers and is most advantageous to the Government, with consideration to cost or price and the technical factors listed below. For this procurement, technical factors are significantly more important than cost or price. As proposals become more equal in their technical merit, the evaluated cost or price becomes more important. Technical factors one through four are weighted in order of importance. Factor one is most important, Factor four is less important. Factor 1 -- Management Plan, Factor 2 -- Hiring-Coordinating Subcontractors, Factor 3 -- PastExperience, Factor 4 -- Mobilization Capability. This solicitation will be issued on or about March 26, 1999. Technical proposals and cost proposals will be due on May 24, 1999 by 4:30 p.m. Arizona time. A pre-proposal conference is tentatively scheduled for April 8, 1999 in Tucson, AZ. If necessary, the conference will continue on April 9, 1999 until all move sites are toured. The pre-proposal conference will reconvene on April 12, 1999 at the Phoenix Courthouse, AZ and if necessary, will continue on through April 13, 1999. This will be the only opportunity to walk through the sites. Dates and times of this pre-proposal conference will be listed in the solicitation. Attendance at the aforementioned pre-proposal conference is encouraged. The scope of the contract shall include the contractor providing all personnel, tools, equipment, supplies, supervision and expertise necessary to perform the office relocations for the following agencies: U.S. District Court, Court of Appeals, Pre-Trial Services, Probation Office, and Court of Appeals Library in Tucson and Phoenix; U.S. Attorney's Office in Tucson; U.S. Marshals Service in Phoenix and Tucson; General Services Administration in Phoenix; U.S. Tax Court in Phoenix; I.D. Field Solicitor in Phoenix; Food and Nutrition Office in Phoenix; DOD, Office of the I.G. in Phoenix; Savings Bonds Office in Phoenix; State Department in Phoenix; Air Force-AFOSI/Army Criminal Investigation in Phoenix; Federal Public Defender in Phoenix; and Public Health in Phoenix. The new Phoenix Courthouse is approximately 578,000 gross square feet and the Tucson Courthouse is approximately 413,000 gross square feet.
