Specialist, efragua@doeal.gov. The DOE/AL is seeking potential
contractors to provide full time support for the Ombuds Pilot Program.
The contractor will provide a highly motivated individual who (1) is
a highly skilled ombuds practitioner and expert on the use of dispute
resolution process options; (2) is a natural mediator; (3) sees
him/herself as a catalyst for change; (4) remains open to diverse
viewpoints and easily sees all sides to a problem; (5) seeks creative
and integrative solutions to problems; (6) is able to build trust; (7)
uses relationship building skills to persuade others; (8) is perceived
as credible, competent, and fair; and (9) is able to quickly develop
networks and use various resources to acquire and maintain an
understanding of the laws, polices, practices, and ethics of the
organization. Services for the pilot program will be performed at DOE
sites located in Albuquerque, NM; Amarillo, TX; and Oakridge, TN. The
performance period will be a one year base period with one one-year
option. The contractor personnel must be able to: (1) obtain a DOE "Q"
security clearance in performance of this contract; (2) be dedicated
to all three sites; (3) be able to respond to request for services
within 48 hours and must be able to travel immediately. A solicitation
is schedule to be release fifteen days after publication of this
notice in the CBD. Offerors will have a thirty day period to submit
proposals. As part of the selection process, an offeror will be
required to perform an oral presentation in Albuquerque, NM. The DOE
will provide on site office space and a telephone line for use by
contractor personnel. Any questions concerning this solicitation must
be in writing and submitted to the contract specialist listed in this
notice. This solicitation is being conducted under Full and Open
Competion procedures, however, the Government reserves the right to
set-aside this requirement for the 8(a) program, small disadvantaged
businesses, small businesses, or historically black colleges and
universities/minority institutions, based on the responses to this
synopsis. Offerors/Bidders must indicate their size qualifications
under Standard Industrial Classification (SIC) Code 7389, which has a
