MINE WASTE CLEANUP BUREAU MONTANA DEPARTMENT OF ENVIRONMENTAL QUALITY REQUEST FOR QUALIFICATIONS CULTURAL RESOURCE IDENTIFICATION SERVICES The Mine Waste Cleanup Bureau (MWCB) of the Montana Department of Environmental Quality desires to secure the services of historical, archeological and cultural resource consultants to provide owner-operator research reports, and National Historic Preservation Act Section 106 field identification, site documentation and evaluation, report preparation, and mitigation efforts as may be needed prior to the reclamation of coal and hard rock mining properties. MWCB will negotiate and award one or more Professional Service contracts renewable for up to three years. Contractors will be scored on individual and firm qualifications with regard to 1) 36CFR61-Appendix A qualifications for archeologist and historian (20 points); 2) experience with mining history and mine sites (20 points); 3) experience with abandoned mine reclamation (10 points); 4) general experience in working with RCRA, CERCLA, CECRA and OSMRE remediation actions (10 points); 5) experience in researching and preparing owner-operator research reports; and 6) general experience in the Northern Plains and Rocky Mountains archeology and history (10 points). Interested parties must submit a letter of interest and current Federal forms SF 254 and SF 255 by 5:00 PM on April 2, 1999. Team approaches and/or subcontractors must be indicated in the letter of interest and SF254/255 for those parties attached to the primary submittal. Any materials other than, or in addition to, SF 254 and SF 255 will be considered non-responsive and discarded.
