Office of Air and Radiation, Atmospheric Pollution Prevention Division
(APPD), ENERGY STAR Programs Branch is conducting market research to
seek qualified sources to support its mission to achieve greenhouse gas
reductions through voluntary pollution prevention programs. Qualified
sources will be capable of evaluating and benchmarking the economic,
energy, and environmental situation of a variety of industries. Among
other tasks, sources would assist APPD with the agency's effort to: (1)
work with various industries to gain voluntary commitments to reduce
emissions and assist them in the achievement of these goals, (2)
develop and implement new ENERGY STAR programs, and (3) coordinate with
EPA regions, states and local governments to accelerate the adoption of
energy efficiency through integration of energy efficiency measures
into implementation of the Clean Air Act. Qualified sources will have
expertise in one or more of the industrial sectors or issue areas which
follow: INDUSTRIES -- 1. Aluminum Manufacture. Industry specific
analysis in these areas: energy use, audits and efficiency
opportunities; greenhouse gas emissions and reduction estimation;
manufacturing processes; corporate and project finance; plant design
and engineering; and, product life cycles. Scientific research on how
operating parameters are related to the initiation and termination of
anode effects and consequent generation of PFCs. 2. Cement Manufacture.
Industry specific analysis in these areas: energy use, audits and
efficiency opportunities; greenhouse gas emissions and reduction
estimation; manufacturing processes; corporate and project finance;
plant design and engineering; and, product life cycles. Also, sources
and usage of alternative raw materials as kiln feed or as a component
in blended cements. 3. Chemical Manufacture -- Industry specific
analysis in these areas: energy use, audits and efficiency
opportunities; greenhouse gas emissions and reductions; manufacturing
processes; corporate and project finance; plant design and engineering;
and, product life cycles. 4. HCFC-22 Manufacture -- Industry specific
analysis in these areas: methods to measure emissions of trace
by-product HFC-23 and options to reduce, control and destroy emissions
of this trace gas; corporate and project finance; plant design and
engineering; and, product life cycles. 5. Iron and Steel Manufacturing
-- Industry specific analysis in these areas: energy use, audits and
efficiency opportunities; greenhouse gas emissions and reductions;
manufacturing processes; corporate and project finance; plant design
and engineering; and, product life cycles. 6. Magnesium production and
casting -- Industry specific analysis in these areas: energy use,
audits and efficiency opportunities; greenhouse gas emissions and
reductions, with particular attention to uses as cover gas;
manufacturing processes; corporate and project finance; plant design
and engineering; and, product life cycles. 7. Pulp and Paper Industry
-- Industry specific analysis in these areas: energy use, audits and
efficiency opportunities; greenhouse gas emissions and reduction
estimation; manufacturing processes; corporate and project finance;
plant design and engineering; and, product life cycles. 8.
Semiconductor Manufacturing -- Industry specific analysis in these
areas: energy use, audits and efficiency opportunities; greenhouse gas
emissions and reduction estimation, particularly estimation and
reduction of process gases (PFCs and SF6) emitted to the atmosphere.;
manufacturing processes; corporate and project finance; plant design
and engineering, including scheduling of design and construction of
next generation facilities; and, product life cycles. 9. SF6 in
Electric Power Systems -- Utility and cogeneration specific analysis in
these areas: structure and economics; transmission and distribution
equipment; use of SF6 as a gaseous dielectric. ISSUE AREAS -- A.
Combined Heat and Power (CHP) -- Issue specific analysis in these
areas: energy efficiency and environmental performance through combined
heat and power technologies; applications of CHP in the residential,
commercial, industrial, and government facilities sectors, both
domestic and foreign; statutory and regulatory treatment of CHP. B.
Federal and State Regulations -- Knowledge and analysis of these areas:
federal and state air regulatory requirements;, air quality modeling;
air quality management, planning and associated modeling of economic
impacts (ie, IPM runs); and compliance mechanisms and systems. C.
Public-private voluntary partnerships -- Identification and analysis
both economic and technical of opportunities to reduce emissions of
greenhouse gases from the industrial sector or cooperation with state
entities; development of company, process or product benchmarks,
performance metrics or other methods to improve industrial efficiency;
quantitative assessment and projection of associated emissions
reductions; developing and structuring industry-government voluntary
programs or partnerships. Firms possessing the capability to perform
the requested work, either in whole or in part, are invited to submit
a summary of their capabilities, not later than 03/29/99, which should
include: (1) evidence of past experience providing similar services,
(2) personnel qualifications; and (3) statement whether or not they are
a large business, small business, or small disadvantaged business. Only
written responses less than 15 pages (exclusive of pamphlets and
brochures) will be accepted. The information will be used to enable
this office to develop an acquisition strategy for this support. The
resulting contract will require the contractor to be responsible for
providing all necessary facilities, equipment, materials and related
administrative support, and qualified personnel. Prospective sources
are notified that the Government will not be responsible for
proprietary information that is submitted as a result of this Sources
Sought Announcement. This announcement is for informational and
