Announcement, Submission No. 299786 dated Feb. 18, 1999, is revised as
follows: The Naval Undersea Warfare Center Division, Newport
(NUWCDIVNPT) has a requirement to enter into an agreement with an
institution of higher education to develop and conduct a distance
learning and simulation-based Master of Business Administration (MBA)
Program. The majority of course offerings are to be offered using
web-based distance learning concepts so that busy professionals can
access class material at any time from any location. The program will
also include two simulated business games and incorporate
simulation-based learning into courses. The college or university
selected will be supported by NAVSEA, ACE, and NUWCDIVNPT in the
incorporation, tailoring, and development of DoD and acquisition
workforce related case studies and simulations to be included in
coursework. It is highly desirable that the program include courses
tailored to fulfilling training and/or meeting education requirements
for DoD Acquisition Workforce certification. Courses will be tailored
to include NUWC/NAVY/DOD specific case studies. The program duration
will be approximately 36 months with courses offered in the Fall,
Spring, and Summer semesters. The program will consist of approximately
16 courses. There will be approximately 30 students enrolled in the
program, including students at NUWC, Newport, RI, NAVSEA, Arlington Co,
VA, and perhaps other sites. The anticipated program start date is no
later than 1 September 1999. Courses are desired in the following
subject areas: Project Management; Organizational Theory and Behavior;
Financial Accounting; Economics for Business; Applied Business
Statistics; Financial Management; Law and Ethics; Marketing Management;
Total Quality Management; Managerial Analysis and Control; Management
Information and Decision Support Systems; Business Policy and Strategy;
Human Resources Management and Leadership. The offeror must be
accredited by the AACSB -The International Association for Management
Education or have equivalent accreditation. The portion of courses
conducted face-to-face must be provided on-site at NUWCDIVNPT. The
program should not include any requirement to attend on-campus courses.
Some on-site presence is also expected during simulation/curriculum
development. Award will be made on a Best-Value basis. Offerors will be
required to submit technical and cost proposals. The SIC Code is 8221.
NUWCDIVNPT intends to hold a pre-proposal conference to answer
questions related to this requirement approximately two weeks after
issuance of the solicitation. Our department no longer issues
solicitations or amendments in paper form. Instead, they may be
