QUANTITY (IDIQ) CONTRACT FOR ARCHITECT-ENGINEER (A-E) SERVICES FOR
MEDIUM WAVE DESIGN ACTIVITIES AT INTERNATIONAL BROADCASTING BUREAU
(IBB) TRANSMITTING STATIONS. The U.S. Information Agency (USIA), IBB,
requires an Architect-Engineer (A-E)firm to perform Medium Wave (MW)
engineering services at various IBB transmitting stations. The work
shall include planning, design, investigation and inspection related to
MW Radio Frequency (RF) Broadcast Systems. The work may, as required:
include maintenance, repair, alteration, and construction projects at
IBB transmitting stations in Florida, Botswana, Central America,
Greece, Germany, Kuwait, Sao Tome, Philippines, and Thailand. The
projects will be of a general nature involving the maintenance, repair,
alteration, construction, installation, and tuning of MW RF Broadcast
systems in support of broadcast transmitting facilities. The selected
A-E firm may be required to investigate problems, perform inspection,
perform engineering analysis, compare alternatives, recommend
solutions, prepare Statements of Work (SOW) for construction, prepare
construction drawings, cost estimates, schedules, technical
specifications and perform construction support services (e.g.;
inspection, as built drawings). Selection criteria to be considered, as
set forth in FAR Subpart 36.602-1, are as follows: 1) Professional
qualifications necessary for satisfactory performance of the required
broadcast engineering services; 2) Specialized technical experience in
the design and testing of MW antenna systems and EMI RADHAZ analysis;
3) Capacity to accomplish work in the required time-frame; 4) Past
performance on U.S. Government and private sector contracts in areas of
cost control, quality of work, and compliance with standards and
performance schedules; 5) Knowledge/experience to accomplish A-E work
in various overseas geographic areas; Other evaluation criteria are: 6)
Recent experience (during the last 5 years) in the design of MW antenna
systems; 7) Experience in the design and adjustment of high power (up
to 1000 kW) MW antenna systems; 8) Experience in calculating
electromagnetic radiation hazard levels/zones; 9) Capability of
performing required services in-house. An indefinite delivery
indefinite quantity (IDIQ) contract having fully loaded labor
categories is anticipated, with each task-order being individually
negotiated at a firm-fixed price (FFP). None of the above-stated work
or locations represent IBB's firm requirements, but the selected A-E
firm must be able to perform engineering investigation/analyses,
detailed design, and construction support services for the above-stated
project types and locations in order to qualify for this proposed A-E
contract. The estimated dollar amount for all tasks is not expected to
exceed $400,000 for any single year with a minimum contract amount of
$25,000. The contract will include four (4) unilateral Government
1-year options beyond the base-year with the same estimated minimum and
maximum contract dollar amounts per year. The proposed A-E contract
will be awarded on an unrestricted (full and open) competitive basis
following FAR Subpart 36 procedures for A-E evaluation, selection, and
award. Firms desiring consideration shall submit Standard Forms (SF)
254 and 255 to the above address with information addressing selection
criteria Nos. 1 thru 9 as described herein not later than April 12,
