Engraving and Printing (BEP) intends to negotiate a contract for the
design, manufacturing, packaging and promoting for new numismatic
products. This procurement was initially synopsized under SIC Code 2671
on January 8, 1999. The BEP requires the services of a company
experienced in the design and manufacturing of packaging that is
capable of protecting and presenting three numismatic products in an
attractive manner with narrative discussing the currency item or items
being presented. The Contractor will be required to submit prototypes
for each of the three required packages within two weeks after
contract award. The prototypes shall be approved by the BEP prior to
producing the full quantities required. Should a prototype be rejected,
the Contractor shall produce a revised prototype within one (1) week of
the rejection. Once the packaging is manufactured, the company shall
promote the numismatic products in domestic and international markets,
including the distribution of brochures. In addition, the company
should have knowledge of and be experienced in all aspects of the
numismatic environment, i.e., preferences of collectors and the
business of dealers in both domestic and foreign markets. In addition,
the company must be able to demonstrate that it has successfully
marketed numismatic products of other countries in both domestic and
international markets for the last 3 to 5 years. The design and
manufacture of the three (3) different packages shall serve to house
and protect various quantities of new designed $20 notes from damage
due to routine handling and the normal aging process. The packaging
shall be sturdy, attractive, and permit the notes to be covered in a
clear acid-free sleeve such that the notes are protected but visible
from both sides without having to be handled. The clear acid-free
sleeve shall be such that the notes can easily be removed without fear
of damage. In addition, the sleeve shall be attached to a portfolio
type product that can be placed into an outer cover. Both the outer
cover and the portfolio shall be attractively designed with the use of
at least four colors. In addition, the portfolio shall contain
narrative pointing out that the notes have low serial numbers and new
anti-counterfeit deterrence measures. The three (3) packaging styles
shall be of the following types: (1) The deluxe packaging (70,000
needed for a single $20 note), (2) the Deluxe Historical (10,000 needed
for two $20 notes), and (3) the Premium Federal Reserve Bank Set (2,000
needed for twelve (12) $20 notes). Each package shall be of a size
suitable for containing and attractively presenting a new designed
single $20 note, two $20 notes, and twelve $20 notes. In addition to
the product packaging, the Contractor shall design and produce 50,000
four-color and 10,000 black and white advertising brochures and order
forms for the numismatic products. Interested firms must submit a
written request for a copy of Solicitation No. BEP-99-26(N) and shall
indicate business size based on the SIC code 8743 ($5.0 Million).
