DOC, NOAA's Western Administrative Support Center (WASC) intends to
acquire Program Management Support Services (PMSS) in support of the
National Marine Fisheries Service (NMFS) Honolulu Laboratory Renewal
Project, Honolulu, Hawaii, under a fixed price Indefinite
Delivery/Indefinite Quantity Type Contract. Task orders will be issued
on an as-needed basis for a one year period from the date of contract
award and include four (4) one year options to extend the term of the
contract. Task orders may be issued for, but not necessarily limited
to the following services conducted in support of the NOAA/NMFS Program
Manager: (1) assisting in reviewing government/contractor developed
documents; (2) participating in the planning of project meetings,
workshops, and teleconferences as a facilitator; (3) assisting in
controlling project costs/expenses; (4) preparing programmatic
documentation; (5) preparing and conducting presentations for the
project; (6) assisting in NOAA's decision point presentation; and (7)
assisting in the selection of Architectural/Engineering (A/E) and
Construction Management (CM) contractors; (8) coordinating the various
program groups during the design, construction, and occupancy phases
of the project; and (9) recommending solutions to programmatic
problems/issues. This is a non-personal service acquisition and has
been determined to be subject to Part 12 of the Federal Acquisition
Regulation (FAR) regarding the acquisition of commercial items and will
be conducted in accordance with the special simplified acquisition
procedures of Part 13.5. SIC Code is 8741 and the size standard is $5
million. Release of the solicitation package is anticipated on or about
March 29, 1999. Offers will be due approximately twenty-one (21)
calendar days after the release date of the solicitation package. Award
will be subject to the availability of funds. All responsible sources
may request the solicitation package and submit a proposal which shall
be considered by the Agency. This requirement is a 100% set-aside for
