COMMERCE BUSINESS DAILY ISSUE OF MARCH 24,1999 PSA#2309MEMBERSHIP IN THE JOINT INDUSTRY PROJECT (JIP) DESC: The U.S.
Department of Energy's Federal Energy Technology Center (FETC),
Pittsburgh, PA intends to award a fixed priced purchase order on a
sole-source basis to the Colorado School of Mines located in Golden,
Colorado for a membership in the Joint Industry Project (JIP). The JIP
will perform the following: gather information on the potential
problems in production wells within the gas hydrates stability zones
and the use of inhibitor to eliminate or reduce those problems. The
study also includes hydrate characterization modeling and provides
basic studies applicable to potential out year FETC hydrate resource
development program. This purchase order is being issued to the Joint
Industry Project (JIP) because the Colorado School of Mines Hydrate
Consortium is the sole JIP in-place to study production problems
associated with gas production. This study is key to FETC management
decision making because it provides insight into current gas production
problems caused by hydrate formation in pipelines and it provides a
forum for FETC to listen to direct industry feedback of technology
needs in this area. This request is considered to be sole source to the
Colorado School of Mines. Therefore, no solicitation will result from
this announcement. This award shall be made using simplified
