The acquisition of a Mixed-Signal Back-Annotation Interface IC4.43 and a Diva/Interactive Parasitic Resistance Extraction (iPRE) IC4.43. 2. Two one-year maintenance agreements from Cadence Design Systems. The maintenance agreements will provide coverage for a Mixed-Signal Back-Annotation Interface IC4.43 and a Diva/Interactive Parasitic Resistance Extraction (iPRE) IC4.43. The Diva/iPRE is used to display graphics for easy analysis and the Mixed-Signal Back-Annotation Interface is a tool used to process custom IC layout designs. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA's GSFC intends to purchase the items from Cadence Design Systems. The source codes and maintenance necessary to produce IC layout designs and display graphics are only available from and proprietary to Cadence. The authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire acommercial item using FAR Part 12. See Note 22. Interested firms have fifteen (15) days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
