The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP) through the Program Support Center, Division of Acquisition Management, ADP Acquisitions Branch knows of one source, ActiveGuide, LLC, capable of continuing the development of the Outcome Evaluation Module of the Prevention Support System (PSS). The PSS is an interactive, multimedia, adaptive software system which connects users with diverse software programs, data, databases and applications in an inter- networked environment, such as the internet. The software contains unique, intellectual property involving conditional property involving conditional, branching, and deductive logic. This logic provides prevention service decision makers with enhanced capacities for prevention service planning, program implementation and evaluation. The PSS consist of two modules, the Outcome Reporter and the Outcome Evaluator. Since, the Outcome Evaluator will contain components of the Outcome Reporter, which has been already developed by ActiveGuide using a proprietary code, they are the only responsible source capable of providing the Outcome Evaluator. Upon completion of the Outcome Evaluator, the software will be owned by CSAP in order to be made available for public use and access. The Government intends to negotiate an award on a sole-source basis utilizing simplified acquisition procedures with ActiveGuide, LLC, 6116 East Warren Avenue, Denver, Colorado 80222. The authority is 41 U.S.C. 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Firms having the ability to satisfy this requirement must submit written notification that demonstrates their ability to do so.
