synopsis/solicitation for commercial services prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
4TRF-99-BT-001 and is issued as a request for proposal (RFP). The
solicitation and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 11. This requirement is a
small business set-aside. SIC 7379, Computer Related Services Not
Elsewhere Classified, size standard $18.0 million. 1. The Contractor
undertakes the conversion of existing Regulatory Analysis and
Management System (RAMS) data, reports, and correspondence in parallel.
The staff will conduct a review of the equipment, network, printers and
modem setups to ensure proper configuration. The technical staff will
conduct a review of the RAMS II system with the Systems Administrator.
The RAMS II milestones screens, correspondence, reports and samples of
converted data will be installed. The Technicians will conduct RAMS II
user training onsite for four days (two in Atlanta and two in
Savannah) and remains one additional day in Savannah District while it
goes live with RAMS II. For a period of one month thereafter, the
Technical Staff will provide concentrated telephone support for RAMS II
problems and questions. Enhancements will be made via the CEAP network.
At the end of the month the technical staff will return to the Savannah
District to provide two additional days of onsite support. The
Technical staff installation methodology will serve as a vehicle to
perform the tasks listed in the Statement of Work for the U. S. Army
Corp of Engineers in the Savannah District. 2. 1. Deliver customized
RAMS II milestones and paths to the Savannah District. 2. Deliver RAMS
II standard correspondence in WordPerfect format. 3. Convert existing
Savannah District RAMS data to RAMS II format. 4. Deliver customized
RAMS II reports to the Savannah District. 5. Configure the RAMS host
computer and install Government Furnished Resources (Solaris 7, Oracle
7, and WordPerfect 5.1 or greater for Unix). Install RAMS II. Review
RAMS II with the Systems Administrator. Confirm that the Savannah
District RAMS II equipment is properly configured. 6. Conduct onsite
user training for one week in the Savannah District. 7. Provide one
month of hotline support and conduct onsite system review for usage and
possible enhancements in the Savannah District with the Systems
Administrator and Regulatory management. 3. Acceptance Criteria 1.
Deliver customized RAMS II milestones and paths to the Savannah
District. The milestones and paths will be delivered in machine
readable format. The Savannah District will have 5 business days to
accept the milestones and paths. The Technician will incorporate any
modifications to the delivered milestones and paths within 3 business
days of written notification thereof. 2. Deliver RAMS II standard
correspondence in WordPerfect format. The standard correspondence in
WordPerfect format will be accepted upon delivery. Additions and
modifications will be handled as a part of deliverable number 7. 3.
Convert existing machine readable Savannah District data to RAMS II
format. The converted Savannah District data will be accepted upon
delivery. It will be reinstalled reflecting the latest additions and
modifications immediately following user training. 4. Deliver
customized RAMS II reports to the Savannah District. The customized
RAMS II reports will be accepted upon delivery. Additions and
modifications will be handled as a part of deliverable number 7. 5.
Configure the RAMS host computer and install Government Furnished
Resources (Solaris 7, Oracle 7, and WordPerfect 5.1 or greater for
Unix); install RAMS II; review RAMS II with the System Administrator;
and confirm that the Savannah District RAMS II equipment is properly
configured. The technical staff will ensure that all equipment and
software are configured and installed on the network for RAMS before
departure from Savannah following the onsite visit. Much of the
installation will have been completed by the technical staff via the
CEAP-IA network before arrival in Savannah. RAMS II is correctly
installed upon demonstration to Regulatory and Information Management
Office staff that: (a) RAMS II executes on the Sun RAMS II host, (b)
correspondence and reports can be generated using RAMS II in the
Savannah District on the printer(s) in Regulatory, and (c) Regulatory
users can successfully log into RAMS II from their personal computers
over the District network. The technical staff will conduct a one day
review of RAMS II with the Systems Administrator. Acceptance will be
upon departure of the technical representative. 6. Conduct onsite user
training for two days in Savannah and two days in Atlanta followed by
one day onsite in Savannah when the users "go live" with RAMS II.
Acceptance will be upon conclusion of the user training. 7. Provide one
month of hotline support and conduct onsite system review for usage and
possible enhancements in the Savannah District with the Systems
Administrator and Regulatory management. Acceptance will be when the
Savannah Regulatory Functions Branch is running RAMS II. At that time
the contract will be completed. 4. Government Furnished Resources 1.
Oracle 7 or greater for Solaris 7. 2. WordPerfect 5.1 or greater for
Solaris 7 or greater. 3. Sun Sparc 10 Ultra or newer equipment running
Solaris 7 or newer operating system. 4. CEAP-1A network access. 5. A
work place in both Savannah and Atlanta with a desk and computer. 6.
Necessary permissions to accomplish any assigned task. 7. Training
rooms in both Savannah and Atlanta to conduct user training with access
to the Savannah District network; computers for one half of the
Regulatory staff plus the instructor; a white (or chalk) board; a
telephone; and a projection system capable of displaying the
information presented on the instructor's personal computer screen. 8.
Invitational travel orders for the installation with travel via the
most convenient routes and at the most convenient times. 5. Proposed
Delivery Schedule 1. Initial site visit within 45 day of receipt of
contract award with paths and milestones within 60 days of receipt of
contract award. 2. Standard RAMS II correspondence delivered within 75
days of receipt of contract award. 3. Customized RAMS II reports
delivered within 75 days of receipt of contract award. 4. Deliver
converted Savannah District data within 75 days of receipt of contract
award. 5. Configure Savannah computer system; install Government
Furnished Resources; install RAMS II; conduct onsite visit; and review
RAMS II with the Savannah Systems Administrator within 120 days of
receipt of contract award. 6. Conduct RAMS II user training in Savannah
within 150 days of receipt of contract award. 7. Provide one month of
hotline support immediately following user training. The final visit to
the Savannah District will be within 180 days of receipt of contract
award. (Final Activity). 6. Progress Report. The contractor shall
provide a monthly progress report for the life of this contract. The
schedule may be adjusted by mutual agreement of the parties. 7. Period
of Performance. Work will be completed within 180 days after contract
award. 8. Invoices. Invoices shall be submitted upon completed of the
contract. 9. Offerors shall provide a technical and price proposal.
The technical proposal must describe in detail the offeror's
understanding of the work, the technical approach for accomplishing the
work, proposed skill categories and rationale thereof, schedule of
deliverable, and a performance period. The price proposal will list the
proposed skill categories, with hours, hourly rate and extended amount
per category. The price proposal shall include all itemized list of
any proposed travel or other direct costs (ODCs), and the total
proposed price. The following clauses apply to this acquisition:
