The Forest Service invites proposals to conduct a pilot demographic analysis of the Hispanic community within the context of a multicultural population base in the Los Angeles, CA area. Based on this analysis, develop appropriate methodologies to motivate and educate Hispanic constituents about Forest Service goods and services. Contract requirements include a demographic analysis, base line indicators, assessments, and a communications/campaign strategy. At the option of the Government, the communiction/campaign stragegy will be executed on a national basis. Period of performance is approximately May 1, 1999, through February 15, 2000, with two options periods ending in March 2002. Evaluation criteria will include corporate experience in mass marketing to a variety of Hispanic marketing segments; understanding the problem and approach to the work; qualifications of key personnel, past performance, and price.
