The U.S. Army TACOM-ARDEC has a requirement for a 20mm Rocket-Assisted (RA) Subcaliber Training System for the U.S. Special Operations Command (USSOCOM) in support of the Multi-Role Anti-Armor Anti-Personnel Weapon System (MAAWS). USSOCOM has a requirement for a 20mm RA Training System consisting of a 20mm round of ammunition and a re-usable adapter to allow firing from the 84mm M3 Carl Gustaf recoilless rifle. The 20mm round must replicate the trajectory and crosswind behavior of the Carl Gustaf HEAT 551/TP 552 rounds throughout their effective range of 600m. The round must include an inert warhead and a rocket assisted projectile. The adapter must allow firing of the 20mm round inside of the M3 84mm Carl Gustaf weapon using the existing M3 firing mechanism. The adapter must be adjustable to allow boresighting with M3 Carl Gustaf sighting systems including night vision equipment. When fired, the 20mm training system must produce a signature approximating an 84mm round within established noise and blast overpressure limits for training firing. The system must be completely compatible with the Bofors M3 Carl Gustaf recoilless rifle. The system must be capable of being rigged for airborne and submersible operations in accordance with existing service procedures. The system must be sufficiently rugged to remain safe, operational and effective following exposure to the rigors normally associated with military training exercises, including air delivery and salt water submersion. The round must meet U.S. safety and performance requirements. Quantities to be procured are anticipated as follows: Basic Award (FY99): quantity of 2,525 20mm ammunition; Option I (FY00): quantity of 45 20mm adapters and quantity of 50,000 20mm ammunition; and Option II (FY01): quantity of 50,000 20mm ammunition. Delivery for the basic award is required in 3QFY00, delivery for Option I is required in 3QFY01, and delivery for Option II is required in 3QFY02. TACOM-ARDEC contemplates this action based on Other Than Full and Open Competition based on the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source, as the agency s minimum needs can only be satisfied by the unique supplies available from Bofors, Sweden.
