The Oregon Air National Guard requires one automated storm water monitoring system, with continuous online biochemical oxygen demand analyzer, volatile organic compound sampling with non-agitatiing pump, automatic wastewater sampler, flow, dissolved oxygen discreet and commposite samples, to operate continuously with one time user inputs to the automated system with a computer operation of all component functions and capable of down loading all required data to a remote personal computer, installed in an enclosed heated structure. The proposed contract action is for supplies or services for which Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. See Numbered Note 22.
