The technical representative must be a Eurocopter France (ECF) trained field service engineer with a minimum of five years experience. Must be fluent in both English and French to be an effective liaison between the U.S. Coast Guard and ECF. The contractor must also provide sustaining engineering support services on an as-needed basis to support the aircraft. Must have access to ECF proprietary data because proprietary data necessary to perform these duties is not available from the Coast Guard. The Government does not intend to use FAR 12 for the acquisition. Performance shall primarily be at the U.S. Coast Guard Aircraft Repair and Supply Center, Elizabeth City, NC. The basic period of the contract is from date of contract award through a one-year period following contract award date with four one-year option periods renewable annually. The Coast Guard intends to negotiate on a sole source basis with American Eurocopter Corporation (AEC), Grand Prairie, TX, a subsidiary of ECF.
