The Contractor shall provide all personnel, equipment, tools, materials
and supervision to perform communication operation and maintenance
services at the 934th Airlift Wing, Minneapolis-St Paul Air Reserve
Station, MN. The Contractor shall provide communication services of the
Base Telecommunications Center (TCC)/Data Processing Support, Network
Control Center (NCC) to include help desk and Small Computer
Management/Maintenance, Telephone Switchboard Operations, Secure
Communications Maintenance, Information Assurance (IA), Land Mobile
Radio Support (LMR), Telephone and Switch Maintenance, and Base Radio
Maintenance. The duties include but are not limited to: TCC/Data
Processing Support: Provides reliable, secure handling of base Defense
Message System traffic. NCC: Manages base level command, control,
communications. computer and intelligence (C4I) network support. The
single focal point (Help Desk) for base network management and problem
resolution. Track, control, schedule maintenance and repair ofC4
assets. Provide hardware/software technical solutions and accurate
resource accountability. As configuration management, responsible for
reviewing, coordinating, and validating all requirements and
requisitions of on-base computer hardware/software. Responsible for
maintaining network operations. Responsible for providing training to
wing customers on areas within this function as required. Telephone
Switchboard Operations: Provides immediate assistance by connecting
callers to appropriate agencies. Controls use of 240 telephone trunk
lines, connecting approximately 3000 telephone extensions into the
defense switched network, local and long distance commercial services.
Maintains accurate directory of all base telephone numbers. Secure
Communications Maintenance: Maintains cryptographic equipment and its
associated communications equipment and associated red and black lines.
IA: Manages wing level information protection programs to include
Information Protection Assessment and Assistance (IPAP), Communications
Security (COMSEC) Account Management, Computer Security (COMPUSEC)
Emissions Security (EMSEC), Security Awareness, Training and Education
Program (SATE), Secure Telephone Unit (STU-III) User Representative,
Certification Authority and System Administrator for Certification
Authority Workstation of Defense Message System. LMR: Manages assets
and provides radio network control and management for all wing LMR
networks. Provides spectrum management support for all frequencies used
by the 934 AW. Telephone Maintenance: Provides telephone installation
and maintenance for approximately 3000 digital and analog subscribers.
Provides telephone systems administration and billing. Provides
programming and maintenance for the Nortel Meridian 81C digital
telephone switch. Provides circuit management, installation and
maintenance for approximately 240 T-1, Frame Relay and ATM voice and
data circuits. Monitors, coordinates and controls use of manpower and
manpower and materiel in support of communications maintenance. Base
Radio Maintenance: Maintains base radio communication systems to
include the GRC-171, URC-200, GRR-22 and GRT-24 UHF/VHF radios located
in the Command Post and Aircraft Maintenance. With the exception of
switchboard operations and the TCC, the functions within this activity
work normal business hours with qualified personnel on call. The
telephone switchboard operators work an 18/hr, 7 day a week schedule.
The TCC personnel work a 12 hour, 7 day a week schedule except for
holidays. The period of performance will be one basic year with one
option year. Government furnished Facilities and Equipment will be
provided. The SIC Code is 4899 and the size standard is $11.0 Million.
This acquisition will be 100% small business set-aside in accordance
with the Small Business Competitiveness Demonstration Program. The
Contractor must be able to obtain a Top Secret Facility Clearance prior
to contract award. It is anticipated that this solicitation will be
