& Gaza is seeking a U.S. personal services contractor to fill in the
position of the Rule of Law Project Manager. The candidate chosen for
this position will be expected to work independently, with minimal
oversight from the Office Director, based on a general assignment of
responsibilities. The Rule of Law Project Manager will produce an
annual work plan for accomplishing the stated duties and
responsibilities, and will be responsible for daily management of
his/her activities, informing and consulting with the Office Director
as necessary. The project manager will have considerable latitude in
the exercise of his/her duties for program design, management, and
evaluation, and for the identification and resolution of issues
affecting program performance both within and outside of the Mission.
DUTIES AND RESPONSIBILITIES: The incumbent will directly manage the
rule of law intermediate result in USAID's democracy and governance
strategy, and contribute technical advice for the development and
oversight of all activities in the Mission's democracy and governance
portfolio. SKILLS AND QUALIFICATIONS: 1. The candidate should have at
least five years of experience in the rule of law, in such areas as
alternative dispute resolution, court administration, legal/judicial
education, the law profession, and legal aid. A significant amount of
that experience should have been gained from working in developing
countries. Prior experience in managing USAID contracts and grants is
preferred. 2. The candidate should have experience in the design and
management of rule of law programs, with some of this experience gained
from work overseas. 3. Previous experience in or knowledge of the
Middle East and/or knowledge of Palestinian institutional structures,
as well as Arabic language skills, are highly desirable. 4. A graduate
or higher degree in regional area studies, political science, law or
a related field is required. The period of performance of this PSC is
expected to be for two years (negotiable).The salary is equivalent to
the GS-14 level. The salary range for a GS-14 level is $63,567 --
$82,638. The salary will depend on past salary history and experience
of the successful candidate. The preferred method of distribution of
