Date:04/16/99. Portsmouth Naval Shipyard will be issuing this
solicitation for a basic contract, under which orders will be placed to
rent equipment over a twelve month period; duration: 05/01/99 through
04/30/2000. The quanties are estimated totals, which may be rented over
the 12-month period. Item 0001: Rental of Seven-1/2 ton Forklift;
Quantity: 100 weeks. Specifications for a one (1) Forklift, seven Ton
capacity. The Forklift shall be Seven- Ton capacity, Gas or Diesel
operated, with eight (8) foot forks. The units shall be portable and
easily moved by overhead crane without special handling gear. The
vendor shall clearly indicate the weight of the unit and the center of
gravity. The units shall be designed for outside operation, exposed to
snow, wind, and rain in a 10 degree to 100 degree F environment and
meet all OSH and NEC code requirements for this type of equipment. The
vendor shall provide a firm fixed price regardless of hours used. The
equipment shall be delivered in First Class operating condition. The
unit shall have no visible fluid leaks during operation or sitting
idle. The Contractor shall be responsible for equipment failure not
arising out of abuse or negligence by the Government. All spare parts,
any filters and maintenance are to be provided at no additional
charge. The vendor shall be responsible for all routine maintenance,
change oil + oil filters, etc., except for daily checks of liquid
levels. In the event of a breakdown, service shall be provided within
four (4) hours of notification to the contractor. In the event the
equipment cannot be returned to service within twenty-four (24) hours.
The contractor shall provide a replacement to the Government at no
extra charge. The contractor shall maintain a stringent maintenance
program. During routine maintenance, or emergency breakdown, the
contractor shall provide liquid spill protection to the ground surface.
It shall be the responsibility of the contractor to reimburse the
Government for containing the spill and shall clean the area prior to
leaving the site. Transportation All delivery and pick-up charge are
the responsibility of the contractor. Delivery orders may be issued for
Rental at Subbase New London, Groton, Ct., Norfolk Naval Shipyard,
Norfolk, VA. each Delivery Order will identify the Delivery Site and
Point of Contact for delivery and escort in Section F. C.10 The
contractor must deliver the Forklift within three (3) days of either
verbal or written notification. Please submit request for proposal by
