synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA Ames Research
Center has a requirement for a hotel/conference center to provide
private sleeping accommodations, eating facilities, meeting space and
support services (i.e. audio/visual (A/V) equipment, copying facility,
access to a data port/internet, etc) for the Project Management
training. The hotel/conference center shall be within 2 hours driving
distance from San Jose International Airport and San Francisco
International Airport. The period of performance is from August 16 to
August 27, 1999. Check in will be on August 16 (participants will
arrive between the hours of 1:00 P.M. -- 4:00 P.M.). Monday, August 16,
there will be a social hour from 5:00 -- 6:00 p.m., followed by dinner
from 6:00 -- 7:00 p.m. >From August 16 through August 27, the
training/meeting facilities should be available as follows: Aug. 16
from 5:00 p.m. to 9:00 p.m., August 17 through August 26 from 8:00 a.m.
to 9:00 p.m. and August 27 check-out will be per hotel/conference
center policy. The course will be in session for 11 consecutive days at
this location. The quoter shall provide facilities and services for
approximately 50 participants. All participants will need a private
sleeping room (must include at a minimum: a single or double bed and
private bathroom) through August 26 and eating facilities through
Breakfast, August 27. All meals can be buffet, off the menu, chef
choice, etc. Water, coffee and tea (regular and decaf) should be set up
in the classroom area all day, with soft drinks and juices added to the
coffee and tea in the afternoon. Coffee and tea should be set up for
the evening sessions, which are planned for August 16 -- August 26.
There should be morning and afternoon snacks. These snacks will be the
usual beverages and foods that the quoter usually covers for similar
events. For a full training day session, a conference room is needed to
accommodate 50 participants. For the day session classes, the set up
will be 4 -- 5 participants per rectangular table. The conference room
should be equipped with 8 flipcharts and markers, an overhead
transparency projector & screen, and a LCD (in-focus) machine. Also
required is an evening session room set up auditorium style with an
open telephone port for use with Ames provided PicTel equipment. Also
required are 4 breakout rooms with a capacity for 12 people each. The
quoter shall provide a separate quotation within a total fixed price on
a per-person rate for residency student (this should take in to
consideration the in-season/off-season per diem rate fluctuations), A/V
rental costs and support service costs for all goods and services
described herein. The quoter's quotation should include a description
of the facility's location, physical layout, service/property amenities
(listed below), overall setting, menus for attendees (must be able to
accommodate special dietary requests), proposed morning evening break
refreshments, conference facility description, and audio/visual, etc.
The vendor shall state the validity of the quote rates, advanced notice
of reservation, cancellation policies, and any other pertinent
information. Please see the following list and state whether or not you
provide the service, if there is any additional cost, and if there are
any comments you wish to add about the service/property amenities:
Shuttle services to/from airport, entertainment activities, shopping
area, newspapers (i.e. USA Today, New York Times, etc.), car rental
office, local attractions material, off-site restaurant access,
inter-hotel close circuit TV system, inter-hotel phone system,
computers, projectors/types, screens/size, sending/receiving fax
services, on-site computer lab, printing capabilities (price per page,
paper provided, 2-sided, stapled, 3-hole punch, spiral bound, 2
colors, overhead transparencies), clerical support, accept Government
credit card, inside heated pool, cardiovascular equipment, aerobic
classes, massage, sleeping rooms (2 double beds, speaker phone, number
of data ports, coffee pot, hair dryer, refrigerator), suites,
concierge (rooms/floors), executive board room, telephone (local calls,
long distance, 800 number calls, data line calls), retractable screens,
audio/video control room, projection capabilities, comfortable armed
chairs, internet lines, speaker phone/data ports, satellite
capabilities (type of signal), electronic meeting, support system
capabilities, and water coolers. The provisions and clauses in the RFQ
are those in effect through FAC 97-11. This procurement is a total
small business set-aside. See Note 1. The SIC code and the small
business size standard for this procurement are 7011 and 5.0m,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above may be mailed or faxed to Olivia Taiariol, M/S 241-1,
Ames Research Center, Moffett Field, CA 94035, by the date/time
specified and include, solicitation number, discount/payment terms,
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1.
Addendum to FAR 52.212-1 is as follows: Compliance with Veterans'
Employment Reporting Requirements (February 1999) By submission of its
offer, the offeror represents that, if it is subject to the reporting
requirements of 37 U.S.C. 4212(d) (i.e., the VETS-100 report required
by Federal Acquisition Regulation clause 52.222-37, Employment Reports
on Disabled Veterans and Veterans of the Vietnam Era), it has submitted
the most recent report required by 37 U.S.C. 4212(d). The
Representations and Certifications required by FAR 52.2l2-3 may be
obtained by phone or fax to the primary point of contact, Dee Morrison
at the address/email stated below. FAR 52.212-4 is applicable. FAR
52.212-5 is applicable and the following identified clauses are
incorporated by reference: 52.222-3, 52.233-3, 52.222-21, 52.222-26,
52.222-35, 52.222-36, 52.222-37, and 52.225-3. Addedum to FAR 52.212-5
is as follows: ARC 52.232-93 Submission of Invoices-Fixed Price (Feb
1998). Questions regarding this acquisition must be submitted in
writing no later than COB, 03/30/99. Quotations are due by COB,04/05/99
to the address specified above. Selection and award will be in
accordance with FAR 52.212-2 with the following evaluation factors
listed in order of importance: 1) past performance, 2) technical
merits, and 3)price. Technical merits include location relative to Ames
Research Center, guest facilities and service/property amenities. It is
critical that offerors provide adequate detail to allow evaluation of
their offer (see FAR 52.212-1(b). Award will be made on an all or none
basis. Quoters must provide copies of the provision at 52.212-3,
Offeror Representation and Certifications -- Commercial Items with
their quote. An ombudsman has been appointed -- See Internet Note "B".
It is the quoter's responsibility to monitor this site for the release
of amendments (if any). Potential quoters will be responsible for
