UNICOR, Federal Prison Industries requires a Spray Washer Parts Cleaning Cabinet to be furnished F.O.B. Destination to the Federal Correctional Complex-Low Security Institution at Beaumont, TX. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation will result in a definite delivery/definite quantity type contract. Solicitation number is 280PI-R-0001-99 and this solicitation is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. This acquisition is 100% set-aside for small businesses. Standard Industrial Code is 3599 and the small business size standard is 500 employees. There is one (1) line item included in this solicitation and a quantity of one (1). The Spray Washer Parts Cleaning Cabinet must meet the following specifications (listed by elements) Specifications: Working capacity 84" vertical height, two (2) roll-out turntables side-by-side 36" each in diameter, weight capacity of each turntable minimum 1000 lbs., height of cabinet 134", width of cabinet 130", length of cabinet 77" door closed, 145" door open Cleaning system 400 gallons solution capacity, 20hp pump motor, minimum 39 spray nozzles, 2" manifold size, 360 manifold configuration, 3100 sq" filter screen, Gear turntable drive, 12 gauge sheet, 1" insulation, 6" steam vent, electric heat 21.5 KW x 2 =43 KW, door design is lay down, pneumatic door assist, 7 day timer package, oil skimmer, low water switch, 230 volt power, Operator manuals, control tags, danger signs and warning labels provided in English. Descriptive literature shall be included with offer. Delivery is required 10 weeks after receipt of order. Deliveries will be F.O.B. Destination to UNICOR Federal Correctional Complex- UNICOR Warehouse, Route 4 Box 5000 Hebert Rd., Beaumont, TX 77705. The contractor will ensure wrapping and packaging of the material to prevent damage during shipment. Provisions FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The offer is to include the following: 1) a completed copy of the Provision FAR 52.212-3, Offer Representation and Certifications-Commercial Items; 2) Provision FAR 52.204-6, Contractor Identification Number-Data Universal Numbering System (DUNS) Number; 3) acknowledgment of solicitation amendments (if any) .
