ENGINEERING DESIGN, DEVELOPMENT, AND FIELD DEMONSTRATION USING CCB MIXTURES FOR USE IN WALKING TRAIL SURFACES SUBJECT: Engineering Design, Development, and Field Demonstration DESC: The U.S. Department of Energy's Federal Energy Technology Center (FETC), Pittsburgh, PA intends to award a purchase order on a sole-source basis to the GAI Consultants Inc., Monroeville, PA to (1) perform engineering design and development of mixtures of coal combustion by-products (CCB's) that are suitable for use in walking trail surfaces and light-duty paving applications; (2) coordinate the field demonstration of the selected CCB-based materials(s) as the surface wearing course in a test section of a walking trail to be constructed in Glassport, PA; and (3) evaluate the performance of the CCB trail surface over a period of 1 year.. This purchase order is being issued to GAI Consultants Inc. because they are collaborating with the trial sponsor, the trail designer and field installation contractors to use a CCB-based material as a structural fill and trail base course of the Glassport, PA section of the Steel Valley Trail. This request is considered to be sole source to GAI Consultants Inc. Therefore, no solicitation will result from this announcement. This award shall be made using simplified acquisition procedures.
