business setaside requirement for the installation of a buried cable
intrusion detection system at a protected site in Carthage, TN.
Installation to include conduit, concrete bases, NEMA enclosures, and
trenching. USSS will furnish all sensor cable and processors; furnish
and install the system headend and perform all terminations, start-up
and testing. Additional specs and drawings will be forwarded with
Request for Quotation (RFQ) No. RFQ 990049. Call Renea Morton at
202/435-6940 for a copy of RFQ. Requests for RFQ must be made prior to
below-referenced mandatory site visit. This action is a 100% small
business set-aside. The SIC code is, 1731 and the small business size
standard is $7.0 MILLION. Proposals will only be received from small
businesses. Mandatory site visit has been scheduled for 9 A.M.,
Tuesday, April 27,1999, at (location to be provided in RFQ). Please FAX

Specialist, at 202/435-7138, to confirm attendance, NLT Friday, April
23, 1999. Space is limited, only two (2) representatives per company
may attend the mandatory site visit. Offers will only be accepted from
prospective offers attending the mandatory site visit. Upon request,
the Government reserves the right to waive requirement for mandatory
site visit for prospective offerors who have already attended a prior
site visit. F.O.B. Destination. The Government intends to award a
firm-fixed price contract to the responsible offeror whose proposal,
conforming to the items listed herein, will be the most price
advantageous to the Government. Award will be on an all-or-non basis
with respect to the requested services. All offers shall include the
price proposal, technical proposal. Proposals are due NLT 3:00, local
time, on Friday, May 7, 1999 and shall be submitted to U. S. Secret
Service, Procurement Division, 1310 L Street, NW, Suite 730,
Washington, DC 20223. Anticipated award date is Friday, May 14, 1999.
Contractor personnel proposed to work under resultant contract shall
also be subjected to and successfully pass a Police background
investigation prior to being admitted to the protected site. Upon
award, the contractor will be provided with USSS Contractor Personnel
Access Forms. Within five (5) business days of award and receipt of the
personnel access forms, the Contractor shall submit completed Personnel
Access forms to the USSS. The Government will not be responsible for
any costs in the preparation of responses to this announcement. See
