This is a notification that the Government intends to award a sole-source contract with a base year plus 3 option years to Science Applications International Corporation (SAIC) for development and sustaining services to support the Generic Acoustic Stimulation System (GASS) being developed by Northrop Grumman Norden Systems. This effort is specifically related to Environmental Acoustic Server (EVA). As the original developer of EVA-Propagation (P), EVA-Noise (N) and EVA-Reverberation (R), the underlying scientific models for EVA, SAIC possesses the subject matter expertise necessary to implement the necessary modifications to EVA. Therefore, it has been determined that since SAIC is the sole developer of EVA for GASS, competing and bringing in another source would cause significant delays impacting critical schedule milestones. Based on the aforementioned, it is in the best interest of the Government to award to SAIC. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". This notice of intent is not a request for competitive proposals.
