will issue Request for Proposals for the design and construction of
RAILYARD UPGRADE AND EXPANSION, FORT CARSON, COLORADO. Proposals will
be received on or about 2 June 1999. This solicitation is unrestricted
and open to both large and small business participation. A
pre-proposal conference/site inspection will be held at the Elkhorn
Conference Center (Old Officers Club), Building 7300 on Woodfill Road
at Fort Carson on 12 May 1999. The conference will begin at 10:00 a.m.

before the date of the pre-proposal conference/site inspection. The
Fort Carson Resident Engineer, U.S. Army Corps of Engineers, Bldg. 304,
803 Tevis Street, Fort Carson, CO 80913, Telephone: (719) 526-5448 or
FAX (719) 526-5365, can assist in locating the Elkhorn Conference
Center. The Resident Engineer is in the same building as the
Directorate of Public Works (DPW). DO NOT submit requests for proposal
documents to the site visit personnel listed above. See "Ordering"
below. The work will include the following: (Approx. quantities) Design
and Construction of: five holding and tie-down tracks, classification
/interchange yard, tank road, vehicle staging area, container staging
and transfer area, 294 square meter Deployment Operations Building, 706
square meter Engine Maintenance Building, 88 square meter Container
Operations Building, two 125 ton vehicle scales, 10 square meter Scale
Building, two vehicle wash points, ramps and docks, hot-loading pads,
container storage area, and supporting utilities. Approximate length
of new railroad track is 9000 meters and approximate quantity of new
Portland Cement Concrete is 10,000 cubic meters. Site work also
includes: new bituminous pavement; Utilities (gas, water, sewer, storm
drainage, subdrainage and electrical distribution and communication
lines); and removal of 25 buildings, railroad track, utility lines and
pavements. Proposal Evaluation: Major point scored evaluation areas of
each offeror's proposal, in descending order of importance, include:
Design Team Qualifications, Experience and Past Performance;
Construction Experience, Personnel and Past Performance; Schedule,
Safety and Health Record and Affirmative Action Program (EEO Policy);
and Utilization of Small Business. Price will be subjectively evaluated
and not point scored. Note that all evaluation factors other than
cost/price, when combined, are approximately equal to the price
evaluation. The estimated construction cost of this project is between
$15,000,000 and $20,000,000. Contractor's Quality Control will be a
requirement in this contract. Large business concerns submitting bids
for services exceeding $500,000 or for construction exceeding
$1,000,000, shall comply with Federal Acquisition Regulation 52.219-9
regarding the requirement for a subcontracting plan. The U.S. Army
Corps of Engineers considers the following goals reasonable and
achievable for fiscal year 1999: (a) Small Business: 61.2% of planned
subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of
planned subcontracting dollars. (c) Women Owned Small business: 4.5% of
planned subcontracting dollars. The Contractor will be required to
commence work within 10 days after notice to proceed and complete the
work within the time period submitted with the proposal after receipt
of Notice to Proceed. Provisions will be included for liquidated
damages in case of failure to complete the work in the time allowed.
Performance and payment bonds will be required. The proposal documents
are available on Compact Disk (CD-ROM) and will be provided free of
charge. It has been determined that the number of Compact Disks be
limited to one (1) per firm. Proposal documents will not be provided in
a printed hard copy format. Contractors may view and/or download this
