Johnson Engineering (JE), a Spacehab Company, is a prime contractor
(NAS9-18800) to the National Aeronautics and Space Administration
(NASA) at Johnson Space Center (JSC), Houston, TX. (Phase One) JE is
seeking qualified sources that can provide the development of a design
solution for a space-rated trash compactor enabling the collection,
compaction and removal of non-hazardous trash. Major subsystems of the
compactor include, but are not limited to, the drive motor,
electronic/electrical controls, gearbox, compaction mechanism,
compaction chamber and the trash bag. The Supplier must be able to
deliver wholly or in part, equipment for compacting trash and trash
containment (bags). There will be a focus on the trash bag performance
requirements: multi-compaction, odor, liquid and microbial
containment, anti-flammable, puncture & tear resistance and have the
ability to control biodegradation -- fungus, mold, and mildew. Also,
there will be a focus on the compaction mechanism performance
requirements: robust, reliable and efficient in power, size and
complexity and have a higher than normal compaction ratio (i.e. 7:1).
The Supplier must be able to provide experience in meeting design
review schedules, including the fabrication of mock-up and engineering
development units to design drawings. The Supplier providing
electromechanical items must also have knowledge and experience in
electrical design and part selection or user control & display software
design and implementation. The Supplier providing mechanical assemblies
must have experience in providing solid modeling, structural analysis,
and thermal analysis. Activities under Phase One will support the
Preliminary Design Review (in which the design approach is baselined).
A high level of interaction with engineers will be required. (Phase
Two) JE is also seeking qualified sources that have the capability to
design, develop, fabricate and test the trash compactor (wholly or
in-part) to developed drawings, materials lists, specifications, and
interface requirements. The Supplier must demonstrate a proficiency in
evaluating different candidate compaction mechanism designs, trash bag
materials and air filter materials to meet the specified requirements.
The Supplier must be able to control materials and fabrication
processes through quality inspections and reporting, required for space
flight articles. Additionally, the Supplier must be able to coordinate
sufficient environmental testing as required, and support integrated
testing of the final deliverables at JE, in Houston, TX. Activities
under Phase Two will support the Galley Critical Design Review (in
which the detailed design is baselined). The Supplier shall be totally
responsible for delivery of NASA flight certified articles. Qualified
sources are requested to submit a Statement of Capabilities (SOC),
within 8 calendar days of the publication date of this notice, that
demonstrates the proven capabilities required to perform the minimum
ISS Trash Compaction requirements outlined above. The SOCmust identify
any services that would be subcontracted to a lower-tier supplier and
any other relevant information. A prospective Supplier must furnish
key personnel resumes, references, and a complete description of
similar existing products. Include photos, brochures, specs, etc.
Include your business status (e.g., Small Disadvantaged or Woman-owned
Business, Small or Large). JE reserves the right to pre-qualify any
prospective suppliers prior to the issuance of any solicitation. All
firms submitting an SOC will be considered, and any subsequent
solicitation will be issued to the sources that JE has determined to be
qualified. JE does not intend to pay for information received as a
