NASA/MSFC plans to issue a Request for Quotation (RFQ) for Composite Materials Fabric to include the following: (1) P/N=IM7/977-6, IM7 GP 6K 5HS/977-6 42" Graphite/Epoxy Fabric. Resin content 40 +/-3%, Quantity 100 yards. (2) P/N=IM7/977-6 8HS. IMP GP 6K 8HS/977-6 42", Quantity 50 yards. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Hexcel Composite Materials, 1331 West Houston Avenue, Gilbert, Arizona. This recommendation is made pursuant to FAR 13.106-1(b)(1) which provides for other than full and open competition when only one source is reasonably available. The composite material produced by Hexcel Composite Materials is unique and proprietary and is not licensed to others for production. Interested firms have until May 12, 1999 to submit in writing to the identified point of contact, their qualifications/capabilities. Responses received after May 12, 1999 or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
