Standards and Technology (NIST), intends to negotiate on a sole source
basis with Noran Instruments, Inc., 2551 West Beltline Highway,
Middelton, WI 53562 for one Electron Backscattered Diffraction System.
The system includes a back illuminated CCD camera with a minimum of
512 by 512 pixels with 16 bit image intensity resolution (<10 noise
electrons/bit) and software for acquisition and processing of EBSD
images to enhance, correct for artifacts and extract, pertinent angular
and spacing information. Also includes phase identification software
and software for automated indexing and EBSP simulation based on
identified phase. This system will be an integral part of ongoing NIST
programs that include particle characterization, automated microscopy,
Standard Reference Materials certification and material analysis. This
contractor is the only source for this fully integrated system because
they have the sole license to the required software created by Sandia
National Laboratoryfor EBSD pattern processing and identification of
the phases for unknown crystalline materials without the need to run
confirmatory standards which is critical to NIST programs and other
agency agreements. In addition, this system must be installed on and
fully compatible with the existing Hitachi S-4500 Field Emission
Scanning Electron Microscopes at NIST. The required delivery date for
this system is 60 days after receipt of order. FOB: Destination. No
solicitation package will be issued. A request for quote will be issued
to Noran Instruments, Inc. on 16 May 1999. The National Institute of
Standards and Technology anticipates awarding on a firm fixed price
basis on or around 26 May 1999. In accordance with FAR 5.207 (e) (3)
