The CECOM Acquisition Center -- Southwest Operations Office plans to release a Request for Proposal (RFP) for the Operation and Maintenance of the Detrick Earth Station (DES) in support of the Direct Communications Link (DCL) on or about 17 May 1999. The DCL is also known as the Presidental Hot Line which supports a direct communications circuit between the President of the United States of America and the President of Russia. Additional uses of the DES are in support of the State Department's Nuclear Risk Reduction Center and the Secretary of Defense. The station consists of two INTELSAT Standard Satellite Ground Terminals. The period of performance consists of a one year base year and four one-year options beginning on 1 October 1999. This is an unrestricted acquisition; proposals from all responsible sources will be considered. The Standard Industrial Code (SIC) for this acquisition is 4899; the small business size standard is $11 million. A pre-proposal conference and site visit are planned at Fort Detrick, Maryland on or about 26 May 1999. Information regarding the pre-proposal conference is contained in Section L of the RFP.
