This notice was previously published in the CBD on 9 April 1999 of intent to negotiated a contract with Northwest Research Associates, Bellevue, Washington, for the design of an impact target alignment device. This device is be integrated with an 1,000-foot laser alignment system, which was custom-built by Northwest Research in the Hyperballistic G-Range Facility at Arnold Air Force Base, Tennessee. The device must position a pitched and yawed target to within +/- 0.005 inches of desired position at distances up to 300 feet. Must be compatible with a 20 mw 630 nm wavelength helium neon laser and provide a method for beam wandering due to laser instability of air currents. This synopsis is approved for a sole source, non-commercial contract action as authorized in FAR 6.302-1 (supplies or services are considered to be available from only one source) and FAR 5.207(e)(4) (the government does not intend to acquire a commercial item using Part 12). No solicitation package will be issued. However, all interested sources may identify their interest but must provide proof of capability to provide an acceptable product by submitting pricing data and an accurate description of the equipment offered. Only responses containing this data will be considered for the purpose of determining whether to conduct a competitive procurement.
