Indefinite Delivery/Indefinite Quantity contract with a basic period of
performance from July 1999 through June 2000 with four option years.
Type pricing arrangement is firm, fixed price. This requirement is for
non-personal services to remove and dispose of drums, sludge,
contaminated soils, construction debris, asphalt, concrete, personal
protective equipment (PPE), and other solid waste materials, henceforth
referred to as soils or debris. The areas to be serviced include
Lackland AFB, Lackland Training Annex, Wilford Hall Medical Center
(WHMC), Kelly Field Annex (retained areas), and Camp Bullis (Air Force
property). The contractor will be required to provide all management,
tools, supplies, equipment, labor, vehicles, transportation, and
applicable licenses, permits, and/or certificates necessary to perform
Soil/Debris Removal and Disposal. Soils/Debris management includes
soil analysis and remediation actions. This work will be accomplished
in accordance with all Federal, State, and/or local environmental laws
and regulations including, but not limited to Occupational Safety and
Health Administration (OSHA) policy, Department of Transportation
regulations, National Environmental Policy Act (NEPA), Clean Air Act,
Clean Water Act, Endangered Species Act, Toxic Substances Control Act,
Resources Conservation and Recovery Act and Amendments, and
Comprehensive Environmental Response Compensation and Liabilities Act
and Amendments. SIC is 8744. Size standard is 500 employees.
Solicitation will be issued on an 8(a) competitive basis to qualified
sources serviced by the Small Business Administration San Antonio
District Office, which may submit a proposal to the agency. All
solicitation documents to include the initial solicitation, all
amendments, clarification letters, and other applicable documents will
be issued electronically. Hard copies of solicitation document will
