The Bureau of the Public Debt (BPD) will issue a commercial item solicitation for an audit of the Treasury Department's Franchise Fund for Fiscal Year 1999, and options to audit four future fiscal years' accounts. The Franchise Fund consists of 12 independent entities that perform reimbursable services. The Financial Management Service in Washington, DC, provides accounting services to one of the entities. The remaining 11 entities receive accounting services from the Bureau of Public Debt's Administrative Resource Center in Parkersburg, WV. Both accounting providers use American Management Systems' Federal Financial System. The audit services shall include audit of the Franchise Fund financial statements, evaluation of internal control structure, assessment of compliance with applicable laws and regulations, and assessment of whether the information and manner of presentation in the "Overview of the Reporting Entity" section is materially consistent with the information in the Franchise Fund statements.
