ANNOUNCEMENT OF ISSUANCE OF DRAFT SOLICITATION AND PRE-SOLICITATION
CONFERENCE FOR THE FAMILY HOUSING PRIVATIZATION PROJECT, PATRICK AIR
FORCE BASE, FLORIDA -- PURPOSE: The Air Force issued a draft
solicitation for the South Housing Privatization Project on 7 May 99.
The draft solicitation and related documents are posted on the world
wide web at: www.pafb.af.mil/contopp/index.htm. A pre-solicitation
conference will be held at Patrick AFB to discuss and solicit feedback
from industry on the draft solicitation. The date of the conference is
to be determined. Please check the above web site for details. The
Patrick housing goal is to provide access to safe, quality, affordable
housing, in a community where military families will choose to live.
The project involves a real estate transaction with the successful
Offeror to enter into a limited liability business entity (Limited
Partnership (LP) or Limited Liability Company (LLC)). The successful
offeror will (i) plan, design, develop, demolish, construct, renovate,
replace, own, operate, maintain, and manage a 552-unit rental
development (South Housing Area and a small parcel within North Housing
Area) for Air Force personnel as provided herein for a period of 50
years and (ii) develop portions of the South Housing Area which are not
required for Air Force use in a manner which is compatible with the
residential use of the Air Force units, which supports, facilitates and
expedites provision of the Air Force units, and which provides an
appropriate financial return to the Air Force in exchange for its
contribution of equity and land to the enterprise. The Air Force will
convey 292 acres of improved land and lease three (3) acres of
unimproved land to the Successful Offeror. The land to be conveyed is
known as _South Housing Area_. The land to be leased is within the site
known as _North Housing Area_. The land to be conveyed, together with
the real property improvements present on the land, will be transferred
to the Successful Offeror (SO) by Quitclaim Deed. This includes, but is
not limited to, 960 existing MFH units. The Government will retain
ownership of approximately 25 acres within the current boundaries of
the _South Housing Area_. The private party will own the land,
improvements, and housing units, and the military members will pay rent
directly to the private party. Patrick would like to satisfy this
portion of its military housing need through selected use of the wide
range of authorities provided in the Military Housing Privatization
Initiative included in the 1996 National Defense Authorization Act,
Public Law 104-106 (Title 10 USC, Sections 2871 -- 2885) instead of the
traditional military construction program. See
