E-MAIL: Glen M. Williams, Glen.M.Williams@grc.nasa.gov. NASA/GRC plans to issue a Request for Quotation (RFQ) for a R&D effort to: initiate the development of advanced solid polymer electrolytes (SPEs) for use in rechargeable lithium-based batteries. The objectives are to elucidate and overcome existing technical barriers associated with current battery technologies, such as the need to (1) eliminate the use of volatile, flammable solvents and plasticizers while, simultaneously, generating ionic conductivities in the range of 10-4 to 10-3 S/cm, (2) improve the electrode/SPE interface at both anode and cathode, (3) prevent polarization at the electrodes and (4) develop battery assembly techniques as a prelude to scale-up procedures. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from the Pennsylvania State University, 110 Technology Center, City of University Park, PA 16802 using only one responsible source and no other can satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12.
