Request for Quotation (RFQ) for a R&D effort to: initiate the
development of advanced solid polymer electrolytes (SPEs) for use in
rechargeable lithium-based batteries. The objectives are to elucidate
and overcome existing technical barriers associated with current
battery technologies, such as the need to (1) eliminate the use of
volatile, flammable solvents and plasticizers while, simultaneously,
generating ionic conductivities in the range of 10-4 to 10-3 S/cm, (2)
improve the electrode/SPE interface at both anode and cathode, (3)
prevent polarization at the electrodes and (4) develop battery assembly
techniques as a prelude to scale-up procedures. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GRC intends to purchase the items from the Pennsylvania State
University, 110 Technology Center, City of University Park, PA 16802
using only one responsible source and no other can satisfy agency
requirements. The Government intends to acquire a commercial item using
FAR Part 12. Interested firms have 5 days from the publication of this
synopsis to submit in writing to the identified point of contact,
their qualifications/capabilities. Such qualifications/capabilities
will be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. Responses received
after the 5 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
