is a modification to the previous notice. The purpose of the
modification is to revise the estimated Draft RFP release date from 14
May 99 to 3 Jun 99. 2. Headquarters Air Force Special Operations
Command (AFSOC) Specialized Contracting Branch intends to negotiate for
the procurement of Systems Engineering and Technical Assistance (SETA)
services in support of AFSOC and its subordinate units. This is a
recompetition of AFSOC's current SETA contract. Small business
interests shall note the FAR Part 19, standard industrial codes (SIC)
and size standards for the requirement identified in this announcement.
The SIC code is 8711 and the size standard is $20M. This acquisition is
a small business set-aside. 3. The government will make multiple
awards, one of which may be set-aside for an 8(a) firm. The anticipated
contract term will be a three-year basic period with one two-year
option. The ceiling will be $50M over the entire contract period,
across all contracts awarded. This will be an indefinite delivery,
indefinite quantity contract with the bulk of the work being
accomplished via firm-fixed-price delivery orders. However, there may
be occasions where a time-and-materials task is issued. 4. The work to
be done under this contract will consist of both advisory and
assistance services (A&AS) and non-advisory and assistance services
(non-A&AS). A&AS services include three broad areas: management and
professional support services; engineering and technical services; and
studies, analyses and evaluations (see FAR 37.201). 5. This
procurement will be a web-based acquisition. This synopsis, any
modifications, and the draft Request for Proposal (DRFP) will be posted
at the government's Electronic Posting System (EPS) at
http://www.eps.gov/. The DRFP is expected to be posted by 3 Jun 99. 6.
Please note the new Small Business Administration's rule on
affiliation, teaming, and limitations on subcontracting. Briefly, in
pursuing a set-aside contract, small businesses may now team together
(and even affiliate) and be eligible for a set-aside contract. Prior to
the rule change, a contracting officer could set aside a procurement
when there was an expectation of two or more competitive offers from
small business prime contractors who would perform at least 50% of the
services in house. The new rule allows a set-aside when there is an
expectation of two or more competitive offers from small business teams
(small business prime contractor with small and/or large business
subcontractors), when at least 50% of the services will be performed by
the collective efforts of all small business members of the team.
